Software shipped in binders was not uncommon in the late 1970s and early 1980s because it made including the documentation with the software very easy. The Media Formats for software also varied significantly still and could be printed source listings, an 8in Floppy Disk, or paper tape. A binder for paper sheets could fit most options in them.
