Linux gained popularity fast and nearly broke into the mainstream in the late 90s. There were a number retail software packages available that supported linux you could pickup in a store. This led to a divide between commercial and open source software for linux that I would say could be considered one of the biggest reasons for the slow adoption. It took a lot longer for a fully open source linux environment to be at parity with commercial offerings.
